How a Class 2 CASP application for custody or exchange proceeds
Custody, exchange or both
You: You tell us whether you will hold clients' crypto-assets in custody, exchange them for funds or other crypto-assets, or both.
We: We confirm that Class 2 covers this and that no trading platform, which is Class 3, is planned.
You place the order
You: You place the Class 2 order in the form on the crypto licensing page.
We: We check the owners and managers under our own due diligence duty and open the project.
Capital and substance
You: You arrange the minimum capital that Class 2 requires, together with real substance in Estonia.
We: We tell you which proof of own funds and of the Estonian office the application must include.
Custody and key management documents
You: You describe your wallets, your key management and the providers you use.
We: We draft the application and policies; a custody and administration policy and a key management procedure can be added to the order.
The file is lodged
You: You approve the final Class 2 file and sign it.
We: We lodge the file with the Financial Supervision Authority and monitor its check of completeness.
Technical questions
You: You supply technical answers on custody or exchange when the authority asks for them.
We: We turn those answers into written replies and send them to the authority.
The authority's decision on Class 2
You: You learn the outcome from the authority as the applicant.
We: We take no part in the decision on a Class 2 authorisation; the Estonian Financial Supervision Authority makes it alone.
