MiCA crypto-asset service provider (CASP) authorisation
We prepare and manage your application for authorisation as a crypto-asset service provider under Regulation (EU) 2023/1114 (MiCA), filed with the Estonian Financial Supervision Authority.

What we do
Under MiCA a person may provide crypto-asset services in the European Union only if it is authorised as a crypto-asset service provider, or is one of the other financial entities listed in the regulation (Article 59 of Regulation (EU) 2023/1114). The application is submitted to the competent authority of the home Member State (Article 62). For a company established in Estonia that is the Financial Supervision Authority (Finantsinspektsioon).
Our fee covers the preparation and management of the application: we map your planned services to the MiCA service list and the class they fall into, prepare the programme of operations and the governance, compliance and internal-control documents, coordinate the fit-and-proper information about managers and qualifying shareholders, and handle the correspondence with the authority until it makes its decision. Add-ons such as a crypto-asset white paper, Travel Rule set-up and custody policies are priced separately below.
The three classes and their minimum capital
MiCA groups crypto-asset service providers into three classes. Each class has a permanent minimum capital requirement (Annex IV of Regulation (EU) 2023/1114):
- Class 1 — 50,000 euros
- Execution of orders on behalf of clients, placing of crypto-assets, transfer services, reception and transmission of orders, advice on crypto-assets and portfolio management on crypto-assets.
- Class 2 — 125,000 euros
- Any Class 1 service and custody and administration of crypto-assets on behalf of clients, and/or exchange of crypto-assets for funds or for other crypto-assets.
- Class 3 — 150,000 euros
- Any Class 2 service and the operation of a trading platform for crypto-assets.
The prudential safeguards must at all times equal at least the higher of that minimum capital and one quarter of the fixed overheads of the preceding year (Article 67(1)). The capital belongs to the company; it is not part of our fee.
Fees of the authority
State and supervisory fees are charged separately. For a crypto-asset service provider the Financial Supervision Authority charges a procedural fee of 3,000 euros for a first authorisation (Financial Supervision Authority Act § 45³(2), in the wording in force on 29 September 2026 — Riigi Teataja). Annual supervision fees follow after authorisation.
What we do not do
We do not grant the authorisation and cannot promise that it will be granted, or when: that decision belongs to the Financial Supervision Authority. We do not provide the regulatory capital, and we do not act as your management board or compliance officer. Our own licence (FIU000117, Estonian Financial Intelligence Unit) concerns our company services; it is not a crypto-asset authorisation and does not cover your business.
This price is our professional fee for the corporate and regulatory work described. It is not the price of a licence and does not include state or supervisory fees, regulatory capital, or third-party costs. The authorisation is granted by the competent supervisory authority.
Frequently asked questions
Which MiCA class does my business need?
The class follows from the services you will provide. Transfer, advice or order handling alone is Class 1. Adding custody or exchange of crypto-assets for money or other crypto-assets makes it Class 2. Operating a trading platform makes it Class 3. We confirm the class in the quote after reviewing your planned services.
Is custody a Class 3 service?
No. Under Annex IV of MiCA, custody and administration of crypto-assets on behalf of clients is a Class 2 service. Class 3 adds the operation of a trading platform. A Class 3 provider may also provide the Class 2 services, including custody.
Is the minimum capital part of your price?
No. The minimum capital (50,000, 125,000 or 150,000 euros depending on the class) must be held by your company. Our price is our professional fee only.
Can an Estonian CASP serve clients in other EU countries?
MiCA allows an authorised crypto-asset service provider to provide services in other Member States after it has submitted the information required by Article 65 of the regulation to its home authority. We can prepare that notification as part of the project.
Do you guarantee the authorisation?
No. The Financial Supervision Authority decides whether to grant the authorisation. We prepare a complete application and manage the process, but we cannot promise the outcome or its timing.
