In short

Estonia's Information System Authority has launched a procurement worth up to EUR 4 million to develop and maintain the state portal eesti.ee and the Eesti app, ERR News reports. The plan centres on integrated services built around life events and business milestones.

The Information System Authority (RIA) has launched a procurement worth up to EUR 4 million to develop and maintain the state portal eesti.ee and the Eesti app, ERR News reports. The aim is better usability and more government systems and services connected to the same place.

Kai Eisenberg, who manages RIA's services business, told ERR that the portal should let people deal with the state without having to work out which agency is responsible for what. The authority is concentrating on integrated and event-based services, which bring together what different agencies require at a major life event or business milestone. This will make state services easier to find, use and access, Eisenberg said.

A full list of new services has not been drawn up, because development and maintenance will be ordered by the hour. The plans include integrating the Transport Administration's self-service portal. Possible additions named in the report are a full view of pension information, crisis and security updates, personal notifications and tools to manage authorisations and to check rights or status. RIA also wants a better search, practical calculators and measures that help prevent scams.

Changes will come step by step rather than in one redesign. The contract also includes work on technical debt and a renewed architecture for the platform, to make it more compatible, reliable and fast. The framework contract runs for 36 months or until the ceiling is reached, and the agency is not obliged to spend the full amount.

What this means for an Estonian entrepreneur

For a company owner the plan points to fewer separate portals: services around business milestones are meant to be combined in one place, and tools to manage authorisations are on the list. An Estonian company should keep the rights of its board members and representatives in the state systems up to date, so that new integrated services can be used without delay.
