In Estonia

Police and Border Guard Board service offices: Tallinn (Tammsaare), Tartu, Pärnu and Narva.

Estonian embassies

  • Europe: Athens (Greece), Berlin (Germany), Brussels (Belgium), Bucharest (Romania), Budapest (Hungary), Copenhagen (Denmark), Dublin (Ireland), The Hague (the Netherlands), Helsinki (Finland), Kyiv (Ukraine), Lisbon (Portugal), London (Great Britain), Madrid (Spain), Minsk (Belarus), Moscow (Russia), Oslo (Norway), Paris (France), Prague (the Czech Republic), Riga (Latvia), Rome (Italy), Stockholm (Sweden), Vienna (Austria), Vilnius (Lithuania) and Warsaw (Poland);
  • Turkey, the Caucasus and Central Asia: Ankara (Turkey), Astana (Kazakhstan), Baku (Azerbaijan) and Tbilisi (Georgia);
  • The Middle East and Africa: Abu Dhabi (United Arab Emirates), Cairo (Egypt) and Tel Aviv (Israel);
  • Asia and the Pacific: Beijing (China), Canberra (Australia), New Delhi (India), Seoul (South Korea), Singapore and Tokyo (Japan);
  • North America: Ottawa (Canada) and Washington, D.C. (USA).

Mobile pick-up points

The Police and Border Guard Board and the Ministry of Foreign Affairs also issue cards on certain dates at mobile pick-up points; you are told separately when you can collect the card there. How often they are held varies by location, usually at least four times a year.

  • Embassy mobile pick-up points: Barcelona (Spain, from the embassy in Madrid), Dubai (United Arab Emirates, from Abu Dhabi), Edinburgh (Great Britain, from London), Frankfurt and Munich (Germany, from Berlin), Lviv (Ukraine, from Kyiv), Milan (Italy, from Rome) and Zurich (Switzerland, from Vienna);
  • Police and Border Guard Board mobile pick-up points: Bangkok (Thailand), Buenos Aires (Argentina), Mexico City (Mexico) and São Paulo (Brazil).

Time

  • The decision to issue or refuse the card is taken within 30 days of the application.
  • Delivery to the chosen location takes 2–5 weeks from the decision; for a mobile pick-up point you are told the possible dates separately.
  • If nobody has contacted you within two months of applying, contact the pick-up location you chose.

Fees

  • The state fee for reviewing the application is 150 euros, and it is not refunded if the card is refused.
  • Changing the pick-up location after applying costs 80 euros when the new location is an Estonian embassy or an embassy mobile pick-up point, and 10 euros when it is a Police and Border Guard Board service office or one of its mobile pick-up points.
  • To change an embassy location, contact that embassy; to change a Police and Border Guard Board location, apply to the Board.

The e-Residency programme has announced a flat state fee of 165 euros from 1 January 2027; the State Fees Act text we read on 22 October 2026 still states 150 euros (§ 272(6)), so check the fee when you apply.

At the pick-up location

  • You collect the card in person; it is not issued to a representative.
  • Bring a valid travel document issued by a foreign state; you are fingerprinted there.

After the card: your company

With the card you can form an Estonian company online without a notary. Our online formation for an e-resident costs €950 and includes the registration state fee, the registered address and the licensed contact person for the first 12 months. You do not need the card to own an Estonian company: a ready-made company (€1,200 remote) or a new company formed by power of attorney (€1,250) works without it — see Estonian company without e-residency.
