How to apply for Estonian e-residency

The application, the fee, the waiting time and the pick-up of the e-resident's digital ID — and what e-residency is not.

In short

E-residency is a digital identity issued by the Republic of Estonia. With the e-resident's digital ID you can identify yourself and sign documents digitally in Estonian e-services — including forming and running an Estonian company online. Every fact here comes from the two official sources linked in each section.

Is your company name free?

Type the name you want. We check it at once against every name in the Estonian commercial register.

E-residency is a digital identity issued by the Republic of Estonia. With the e-resident's digital ID you can identify yourself and sign documents digitally in Estonian e-services — including forming and running an Estonian company online. This guide explains how the application works, what it costs, how long it takes and what e-residency does not give you. Every fact here comes from the two official sources linked in each section.

The guide is general information, not legal advice. We do not apply for e-residency on your behalf: you apply yourself, directly to the state.

What e-residency is — and what it is not

  • A digital document. According to the Police and Border Guard Board, the e-resident's digital ID “can only be used to identify a person and provide a digital signature in an electronic environment”.
  • No right to live in Estonia. The same page states that the e-resident's digital ID “does not grant the right to reside in Estonia”. It is not a residence permit, not a visa and not a travel document.
  • Not for Estonian citizens. It is not granted to an Estonian citizen living abroad who is entitled to an Estonian identity document.

Fee and time

  • State fee: 150 euros for the application, paid when you apply (State Fees Act § 272(6), checked 15 October 2026).
  • Background check: 30 days, according to the e-Residency programme.
  • Delivery of the card to the pick-up location: 2–5 weeks after the check.
  • Validity: digital IDs issued since 1 May 2018 are valid for five years. Renewing is a new application with the same state fee of 150 euros (State Fees Act § 272(6), checked 15 October 2026). Cards issued between 10 December 2021 and 16 August 2023 lose their certificates on 9 December 2026 — see what to do before that date.

How to apply

  1. Apply online on the e-Residency programme's website: fill in the application, upload your photo and documents, and pay the state fee.
  2. Choose a pick-up location in the application — the Police and Border Guard Board's service office in Estonia, an Estonian embassy, or a mobile pick-up point organised by the Police and Border Guard Board and the Ministry of Foreign Affairs.
  3. Wait for the background check. If nobody has contacted you within two months of applying, the Police and Border Guard Board asks you to contact the pick-up location you chose.
  4. Collect the card in person. Digital IDs are not issued to representatives. Bring a valid travel document issued by a foreign state; you are fingerprinted at the pick-up location.

After the card: forming your company

With a working card you can form an Estonian private limited company (OÜ) entirely online, without a notary, when you are the only founder and the only board member — see form an Estonian company online with e-residency. Every Estonian company needs a registered address in Estonia and, when its board is abroad, a licensed contact person.

Our online formation (€950) includes the registration state fee, the registered address and the licensed contact person for the first 12 months. You can order the online formation once you have your card.

Common mistakes

  • Treating e-residency as a residence permit. It gives no right to enter, stay or live in Estonia or elsewhere in the EU; for that you need a visa or a residence permit, which are separate procedures.
  • Assuming e-residency makes you or your company Estonian tax resident. Where you and your company pay tax depends on where you live and where the company is actually managed, not on the card. Ask a tax adviser in your country before you start. Our guides for owners in Finland, Germany, Poland, Spain and Italy show those countries' rules with their sources; the comparison puts them side by side.
  • Choosing a pick-up location you cannot reach. The card must be collected in person, so choose a location you can travel to.
  • Letting the card expire. After five years the card no longer signs; renew it in time if your company is run with it.

Do you need e-residency at all?

  • Yes, if you want to form the company online and sign its documents yourself without travelling.
  • No, if you form the company at a notary in Tallinn or by power of attorney — see company formation — or if you buy a ready-made company: e-residency is not a condition for either. Our guide Estonian company without e-residency shows each step and its price.

Not sure which route suits you? An e-resident consultation (€250) answers it in writing.

Prices exclude VAT. All communication takes place by email.
